Municipal Manager
The future challenge for the municipality would therefore be not to only sustain, but improve on past achievements,implementation of national policies and sustainable cohesion among all municipal role players. Over a number of years the municipality have achieved the mere impossible, however many challenges remain and need urgent attention. The Constitution of the Republic of South Africa and the Municipal Systems Act dictates what municipalities should do to ensure public participation and good governance. To this end Dr Pixley has in place departments most capable to ensure transparent and corruption free governance and public participation.
Intergrated Development Plan
The Municipality’s Integrated Development Plan is the ‘road map’ for development. This document identifies community needs which are prioritized inter alia, basic services such as water and sanitation.
Corporate Services
The important contribution Corporate Services is making towards realising the municipality ‘s strategic objective by overseeing the implementation and management of support functions thereby advancing the developmental agenda of the municipality which leads to improved service delivery. Dr Pixley ka Isaka Seme Local Municipality’s Corporate Services Department consists of five distinct functionaries, namely: Human Resources, Communications & Customer Care, Administration & Secretarial Unit, Legal Services Unit as well as Information Technology Unit. These five distinct functionaries collectively seeks to contribute to the attainment of our Municipal Strategic objectives by overseeing the implementation and management of support functions which collectively advance the development agenda which would improve service delivery and promote both compliance and good corporate governance.
Budget & Treasury
Strict financial strategies are required to enable the municipality not only to balance its books in accordance with the requirements of the Municipal Finance Management Act, but more importantly to finance infrastructure projects aimed at improving the overall wellbeing of its communities. The under mentioned four components are all part of the Budget & Treasury Department: Budget & Asset Management, Revenue/Income, Supply Chain Management (SCM), Expenditure.
Infrastructure & Engineering Services
The municipality’s Infrastructure and Engineering Services, in spite of severe financial constraints chalked up many outstanding achievements in providing among others, sanitation, water, roads and other essential municipal services to its communities. The Department’s service portfolio includes water, sanitation, electrical roads, storm water, mechanical workshop, town planning, human settlements and project management section.
Community Services
Municipalities being closest to the people, are entrusted with the vision of national government, namely to create a better life for all South Africans. To this end, the municipality’s Community Services Department plays a phenomenal role towards bettering the lives of its citizens through a variety of specialized services. The Department’s service portfolio includes, but not limited to fire , rescue and disaster management, parks and recreation, refuse removal, building maintenance, libraries, community halls, cemeteries, swimming pool, environmental pollution as well as work opportunities through Expanded Public Works Program.
